On 14 November 2022, at the World Hydrogen Energy Young Scientists Forum, the China Hydrogen Energy Alliance Research Institute released the first outcome of the Hydrogen Energy Pacesetter Initiative, “2022 Hydrogen Top Runner – Alkaline Water Electrolysis Hydrogen Generation System Test and Evaluation Report”, based on the first domestic evaluation standard system for key hydrogen energy technologies and equipment. The Hydrogen Top Runner aims to benchmark the international first-class technical indicators, promote the standard system of iterative innovation of China’s hydrogen energy core independent technology, improve and enhance the basic service capacity in the fields of testing, certification and application, lead the standardized development of the industry, and help China’s hydrogen energy equipment technology from “following” to “leading” and accelerate the commercialization process of China’s hydrogen energy industry.

Build a hydrogen energy evaluation system to achieve from “following” to “leading”
Hydrogen energy is an important part of China’s modern energy system, an important carrier for energy-using terminals to achieve green and low-carbon transformation, and a key development direction for strategic emerging industries and future industries. According to statistics from the China Hydrogen Energy Alliance, 25 provinces (cities) across the country have issued hydrogen energy plans and guidance; 46 of the 98 central enterprises have begun to deploy hydrogen energy. The hydrogen energy industry in the three major regions of Beijing-Tianjin-Hebei, Yangtze River Delta and the Greater Bay Area has begun to take shape and is showing a trend of cluster development. However, there are still shortcomings in the autonomy of hydrogen energy core technology and equipment standards, and there is a lack of comprehensive service systems such as relevant measurement, standards, testing, and certification.
Under the guidance of the national energy authorities and the Chinese Association for Science and Technology (CAST), the “Hydrogen Top Runner” is to actively implement the national “double carbon” strategy and innovation-driven strategy, benchmark with international first-class technical indicators, lead the standardized development of the industry by improving the evaluation standard system of key hydrogen energy technology and equipment and enhancing the basic service capacity in the fields of testing, certification and application, so as to help China’s hydrogen energy equipment technology leapfrog from “following” to “leading” and accelerate the commercialization process of China’s hydrogen energy industry.
Hydrogen generation is the basis for the development of the hydrogen energy industry, and it is also a prerequisite and guarantee for the high-quality development of the hydrogen energy industry.
